DGS-GASCO: Advanced Training for Liquefied Gas Tanker Cargo Operations

Course Scope

The course is to give seafarers the essential education and training in tanker cargo operations to meet the knowledge, understanding and proficiency requirements set out by the IMO Convention on Standards of Training, Certification and Watchkeeping, STCW A-V/1-2, Table A-V/1-2-2. The course is designed for senior officers requiring specialist training for LIQUEFIED GAS tanker operations at a management level.

 

Course Aims

The course provides the necessary underlying knowledge, and understanding to make the participants proficient and competent on board a LNG tanker to,

  • Safely perform and monitor all cargo operations with the knowledge, understanding and proficiency in design and characteristics of a liquefied gas tanker; Knowledge of cargo pumps and equipment and their safe operation; Loading, unloading, care and handling of cargo; in tanker safety culture and safety management; including cargo measurements
  • Become Familiar with physical and chemical properties of liquefied gas cargoes having gained the knowledge, understanding and proficiency of basic chemistry and physics and including understanding the information contained in a Material Safety Data Sheet (MSDS)
  • Take precautions to control and prevent hazards with the knowledge, understanding, and proficiency of hazards and control measures associated with liquefied gas tanker cargo operations and to calibrate and use monitoring and gas-detection systems, instruments and equipment
  • Apply occupational health and safety precautions with the Knowledge, understanding, and proficiency of safe working practices, including risk assessment and personal shipboard safety relevant to liquefied gas tankers
  • Respond to emergencies with the Knowledge, understanding, and proficiency of liquefied gas tanker emergency procedures following spillage of toxic or flammable vapour with medical first-aid procedures and antidotes on board liquefied gas tankers
  • Take precautions to prevent pollution of the environment with the Knowledge, understanding, and proficiency to prevent pollution of the atmosphere and the environment
  • Monitor and control compliance with legislative requirements with the Knowledge, understanding, and proficiency of relevant provisions of the IMO instruments; and the use of the IGC Codes and USCG rules and guidelines

General Learning Objectives

After going through the following topics, student should be able to,

  • know the history of liquefied Gas transportation and market trends; Basic knowledge about the origin of different liquefied gases transported by sea and their production process schematics, including important gas terminologies;
  • understand Properties and characteristics of liquefied gases and their vapours including the Basic Thermodynamic principles and laws involving Liquefied Gas and Control of LNG boil-off;
  • understand the issues of health and safety for handling LNG cargo and the details of Tank atmosphere evaluation; Fire prevention and firefighting; Issues of  Pollution with LNG ships and an understanding of Gas Tanker Safety Culture and Safety Management;
  • know the Health Hazards and the required First-Aid treatments; other Hazards of LNG as cargo, safety in Repairs and hot work; use of the Safety Data Sheet (SDS) and Risk Management process with LNG;
  • understand and be aware of International and National Codes and Regulations involving LNG trade and LNG tankers and have an understanding of the IGC Code for ship design; Gas Carrier Codes Certification and Surveys; National and Natural Gas Flag State Carrier operations that must abide by such regulations
  • know the Types of Liquefied Gas Tankers and Cargo Containment Systems; Ship Arrangements and Design features; Ship Survival Capability and types of Propulsion on LNG tanker ships;
  • know the Tanks, piping and valves; Ventilation System; Cargo Pumps; Gas Compressors, Gas Heaters, LNG Vaporisers, Cargo Conditioning, Inert Gas Generator, Nitrogen Generator and Custody Transfer Measurement System;
  • know the Level Gauging System; Cofferdam Heating; Water Curtain and Deck Spray system; the Fixed and Portable Gas Detection Equipment; and Emergency Shut Down System ESDS; IAS/DCS; High Voltage System as applicable on LNG tanker ships;
  • know the Cargo Handling facilities on LNG vessels; Ship/Shore Interface; Post Delivery preparations for loading; Loading Operations, Loaded Voyage; Unloading Operations; Cargo Measurement; Ballast Passage; and Procedures for Dry-docking;
  • know the process of Prevention and Handling of Emergencies; and be aware that there are many failure that can happen on board including Cargo Fire, Cargo Pump Failure, Leak from Cargo Tank, Loss of primary Barrier, Ballast Tank Leakage into Containment Space, Nitrogen Supply Failure and how to respond to such situations including: Ship to Ship Transfer; Jettison of Cargo; Overfilling of a Cargo; Loss of Cargo Pipeline Containment; Failure of Integrated Automation System; Uncontrolled Release of Cargo; Cargo Spillage; and Emergency Mooring Release;
